Save the Children Tanzania is seeking to engage a qualified consultant or consulting firm to support the co-creation, development and dissemination of Social and Behaviour Change (SBC) messages and advocacy materials under the Skills for Entrepreneurship and Employability Development (SEED) Project.
The SEED Project is a two-year initiative implemented by Save the Children Tanzania in partnership with NMB Foundation, NMB Bank, and the Ministry of Education, Science and Technology (MoEST). The project aims to strengthen employability and entrepreneurship opportunities for young women and men through improved technical, digital, soft and entrepreneurship skills.
The project is being implemented in three vocational training institutions in Dar es Salaam: Dar es Salaam Regional Vocational Training and Service Centre (DSMRVTSC), Kipawa ICT Centre and Kigamboni Folk Development College. The project focuses on Information and Communication Technology (ICT), Electrical Installation, and Design, Sewing and Cloth Technology (DSCT).
The consultancy will support the SEED Project to develop evidence-based, youth-centred and community-responsive SBC messages and materials that promote positive attitudes and behaviours around vocational education, entrepreneurship, employability, financial inclusion and employment pathways.
The consultant will facilitate a participatory co-creation process involving youth trainees, trainers, parents, caregivers, community representatives and relevant stakeholders. The assignment will also include the development and pre-testing of SBC messages and communication materials, production of print, audio and digital content, documentation of role models and success stories, and support for dissemination of the developed materials.
The assignment is expected to be completed over 40 days and will be implemented in Dar es Salaam Region, including DSMRVTS Chang'ombe, Kipawa ICT Centre, Kigamboni FDC and surrounding communities. The expected start date is 22 September 2026.

A technical proposal outlining their understanding of the assignment, proposed methodology and approach, work plan, team composition, relevant experience, safeguarding approach, data management and risk mitigation strategy.
A separate financial proposal detailing professional fees, workshop facilitation costs, content production costs, travel and logistics, and the total cost of the assignment.
A cover letter.
CVs of the lead consultant and key team members.
Reference letters from previous clients.
Firm profile and relevant registration documents, where applicable.
Tax compliance certificate and valid business licence, where applicable.
Samples of previous SBC products and communication materials.
