Terms of Reference - Local Consultant for Capacity Building of Vocational Training Centre Staff on the Implementation of the Revised Manual for the Inclusion of Persons with Disabilities

The purpose of this assignment is to strengthen the capacities of staff of VTCs to deliver inclusive vocational training services for persons with disabilities, in line with the revised manual and contemporary inclusive vocational education and training practices.

Terms of Reference - Local Expert to provide technical expertise for developing secondary legislation of the Law on Social and Family Services

Save the Children Kosova/o (SCiK) seeks to engage one (1) Local Expert to support the Working Group of the Ministry of Labor, Family and Liberating War Values (MLFLWV) in reviewing, revising, and finalizing the secondary legislation under the Law on Social and Family Services, with a particular focus on the procedures for the inspection of social and family service providers, the procedures for the appointment of guardians, the types of guardianship and other matters related to guardianship, and the procedures for the provision of social and family services within the adoption process, while allowing flexibility to provide support to other relevant processes or regulatory matters that may be identified and addressed as needed during the assignment, in coordination with the Ministry’s Working Group and SCiK.

Terms of Reference - Local Facilitator to support Formal and Non-Formal Social Service Providers in Kosovo on Save the Children’s Safe Families Thematic Common Approach

SCiK is seeking to engage a local certified facilitator to build capacities of formal and non-formal service providers (including licensed NGOs, Centres for Social Work (CSWs), and Family Medicine Centres) on Save the Children’s Safe Families Common Approach. This will be achieved through a comprehensive four-day capacity-building training across 38 municipalities in Kosovo, focused on Child Rights, Child Development, Positive Parenting, Safeguarding, Gender, and Non-discrimination.

Additionally, the training will enable service providers to enhance parents’ and children’s understanding parents and children about child rights, development, positive parenting, gender equality, non-discrimination, and protection risks, as well as how to seek help when needed.

Terms of Reference - National Facilitator for the Implementation of Child Rights-Based Consultations, Data Analysis and Reporting

SCiK is seeking to engage a facilitator to support the implementation of the consultation methodology at the national level, analyze the data and draft the national results, with key recommendations included. The assignment will be implemented through a participatory and child-rights-based methodology, grounded in co-creation with children and developed collaboratively by consortium partners, ensuring that children are not only consulted, but are actively engaged in the design, implementation, and evaluation of the digital literacy packages.

Terms of Reference - Company to Conduct a Feasibility Study and Develop Strategic Options for Sustainable Early Childhood Care and Development (ECCD) Models in Kosovo

The purpose of this assignment is to generate actionable, evidence-based strategic guidance that enables SCiK to make informed investment decisions on sustainable ECCD model(s).

The framework will be applied to at least three ECCD delivery and financing models to assess, score, and compare them systematically, analyse trade-offs and risks, and identify the most suitable model for SCiK investment, pilot, and scale-up.

The assignment is expected to deliver practical, investment-ready options, including financing strategies, implementation requirements, and conditions for long-term sustainability and scale.

Qëllimi i kësaj konsulence është të ofrojë mbështetje teknike për Ministrinë e Arsimit dhe Shkencës (MASH) dhe shkollat e Arsimit dhe Aftësimit Profesional (shkollat e AAP-së) në zhvillimin e Udhëzuesit për Zbatimin e Standardeve për Orientim në Karrierë në Shkollat Profesionale.

Udhëzuesi do të përmbajë udhëzime të qarta për zbatimin e Standardeve për Orientim në Karrierë, duke përfshirë integrimin e Manualeve për Orientim në Karrierë, bashkëpunimin me bizneset dhe prindërit, si dhe elemente të tjera relevante që do të mbështesin këshilltarët e karrierës në përmirësimin e cilësisë së shërbimeve për nxënësit.

Terms of Reference - Local Consultant to support the Agency for Vocational Education and Training and Adult Education (AVETAE) in adapting the Standards and Curriculum for the Qualification of Career Guidance Counsellors for Lower Secondary Education

The purpose of this consultancy is to provide technical support to the Agency for Vocational Education and Training and Adult Education (AVETAE) in adapting the existing Standards and Curriculum for Career Guidance Counsellors, which are currently designed for upper secondary schools, to align them with lower secondary education (grades 6–9).

This consultancy is intended to serve as a technical process led by the consultant for the harmonisation, review, and finalisation of the standards and curriculum documents. The consultant will act as the technical lead responsible for guiding and coordinating the adaptation, review, and finalisation process of the Standards and Curriculum.

This assignment aims to strengthen institutional capacities for career guidance at the lower secondary level by ensuring that the adapted standards and curriculum are relevant, age-appropriate, aligned with the education context of Kosovo, and ready for submission to the relevant accreditation authority.

Building a Better Future for Children: Strengthening Partnerships and Listening to Young Voices in Kosovo

Creating meaningful and lasting change for children requires more than policies and programmes. It requires strong partnerships, community leadership, and a genuine commitment to listening to children themselves. These themes stood at the center of the recent visit of Ahmad Alhendawi, Regional Director for the Middle East, North Africa and Eastern Europe (MENAEE) at Save the Children International, to Kosovo, where discussions and field visits highlighted both the progress achieved and the continued need for collective action to protect and advance children’s rights.

Terms of Reference - National or International Individual Evaluator(s) / Company to Conduct the Final External Evaluation of the Project “Empowerment of Kosovo Vulnerable Communities Through Better and Equal Access to the Labour Market”

SCiK is seeking National or International Individual Evaluator(s) or Company to conduct the project’s final evaluation in line with ADA’s Guidelines for Programme and Project Evaluation. 

The evaluation will assess the project’s progress and achievements against the indicators and targets outlined in the project logical framework, while also exploring additional questions and areas of interest beyond the log frame to provide actionable evidence for future programming. Evaluators are encouraged to identify emerging issues, lessons learned and opportunities that can inform and strengthen future interventions for vulnerable communities.
